I would tackle this one from the underside / inside cabin.
It will be hard to get things looking good agian from the top.
This also allows you to slowly cut away glass and balsa, minimizing the repair size.

Membership Decals
I never received a membership decal.
Did they get distributed to members this year?
I haven't sailed in any one design events this year, but it would be cool to put the sticker on the boat anyway.

DIY Lift Keel Repair
I have done this repair. I used glass fiber and would recommend it to you. My thought was the area is pretty thin and needed the extra structure glass fiber would offer. I use 3M 101.
