When I read the maximum headstay length is 31'10", I assume that means pin to pin?

I'm trying to replace the board that my outboard motor clamps onto. West Marine says they can get me a new plastic board to replace the old wooden one provided that I tell them the manufacturer and model number. This is only slightly related. My mast lights are intermittent. Two years ago, when I bought the boat, the mast head light didn't work but the steaming light did. Now it's the reverse.
