Boat has been on land for 12 months. Prior to that have not been able to raise board any higher than 2 ft from the top of trunk. I have tried soap multiple times, flooding trunk with hose , putty knives etc I cannot physically see any space between the board and the trunk exterior or the vinyl shims and the trunk interior. Do you think there is anything to be gained by launching it and having it in the water overnight HELP

Launching won't help. Sounds like, at some time, your board suffered frost damage. I can only suggest motor oil down the trunk first, then from under the boat try jacking the board up using a bottle jack and a 2 X 4 . Good luck !
