Is there a PHRF handicap rating for non spinnaker racing? I am rated at 168 with or without. Lately I am doing more shorthanded racing, and on this lake its pretty difficult to overcome the handicap if other boats in the fleet are using one.

I think it might depend on how you fleet is organized. If you chose to race in a fleet that allows spinnakers and then don't use one that's your choice. If however you join and Jib and main fleet where no one uses a chute then a rating correction is irrelevant, since every one is doing the same thing. However, if you are sailing jib and main (no chute on board or declared) in a mixed fleet where other boats are using a chute, then a rating adjustment is justified. On Lake Huron where the base rating is 168, an adjusted jib and main rating is 177.

Lake Erie PHRF has me at 173 I believe.
