Encapsulated ballast, bulkhead

I have a 7.9 that appears to have some cracks in the" bulkhead" below the deck, that is aft of the keel trunk. I think it may actually be the ballast in the hull, that is encapsulated. I have attached a picture of the portside, but there is cracks on both the starboard and port. They can be seen only by looking aft in the bilge, from the first hatch in the forepeak, just ahead of the keel trunk. I think I need to fill these with epoxy or fiberglass resin. I am looking for some comments on this .
