How will adding an aftermarket stern rail effect the ability to legally race in class regattas?

Are you trying to go to the full enclosed railling? If so a lot of boats do that. Save some worry and order from Whitewater Marine in Port Huron they have done a ton of them.

What is the preferred design if ordering from Whitewater Marine?

I was suggested adding the Capri 22 pulpits as a retrofit? It seems like something mass produced might be faster and cheaper than having something custom built. Has anyone added the Catalina product to their 7.9?
